WhatsApp Web itself is an official WhatsApp feature, and using it normally is fine. Automating bulk sends through it is a different matter: WhatsApp's Help Center says its regular apps are not intended for bulk or automated messaging, and that it uses machine learning to find and ban accounts doing it.
